Job Description

Fincantieri Marinette Marine, a Fincantieri Marine Group Company, is a progressive shipyard specializing in building ships for the United States Navy. We currently have an opportunity for a Compliance Analyst at our Marinette, Wisconsin location.

POSITION SUMMARY

This position serves as Purchasing Analyst in the Purchasing Department under the Sr. Purchasing and Compliance Manager at Fincantieri Marinette Marine (FMM) and is the technical authority for assuring the organization complies with FAR, DFAR, CPSR, and other DoD regulations, along with FMM policies and procedures. Ensures procurement policies, regulations, and directives are adhered to before and after award of contract and modifications at FMM.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  • Assist the Sr. Purchasing and Compliance Manger and team members administratively to include (but not limited to) typing, file maintenance (electronic and hard copy), assisting with basic project coordination.
  • Schedule and coordinates meetings with Purchasing Department associates and others involved in following Purchasing policies and procedures.
  • Reviews contracts, contract amendments, changes, and in and outgoing correspondence to ensure CPSR compliance.
  • Ability to type or create letters, reports, and project documentation in a final format from rough notes or drafts.
  • Update and maintain all department logs, files, and databases.
  • Maintains close contact with Director of Purchasing Compliance or designee to maintain, preserve and enhance the company's image with its customers, thus ensuring favorable long-term relationships.
  • Monitors and audits contract requirements to ensure company and counterparty compliance with contractual obligations and CPSR.
  • Supports FMM's interactions with its customers in all matters with a high level of competence, professionalism, integrity, and credibility.
  • Daily communications are required with Program Contracting Officers and their designated representatives.
  • Must abide by and enforce all organizational policies and procedures.
  • Tracks systemic problems in the technical execution of acquisition process and functioning as subject matter expert and technical authority responsible for conducting comprehensive reviews of contracting work products.
  • Ensures that purchases reflect the application of good business judgment and complies with all levels of procurement policies, regulations, CPSR, and directives both before and after award of contracts and modifications.
  • Analyzes and reviews large complex purchasing actions and Simplified Acquisition Procedures (SAP) procedures, policy, and guidance reflected in FMM business operations, ensuring CPSR compliance.
  • Assist with updating procedures as required FAR, DFAR, CPSR, and other DoD regulations change
  • Must abide by and enforce all organizational policies and procedures.

While performing the duties of this job, the employee's workspace is in a clean and comfortable climate-controlled setting with little to no exposure to the moving equipment, elements, extreme conditions, or risk of injury. The noise level in the work environment is usually quiet. When entering the shipyard, the work environment is not climate-controlled and there is exposure to moving equipment, etc.
